[governance] Bangladesh Govt blocks YouTube

Dear Sala,

I agree with you that we can make a statement together. As far as I know
Indian government has also blocked YouTube.
This is a global Internet Governance issue. With WCIT approaching,
Governments will definitely raise this issue. So, if we donot play our
parts governments will vote for content filtering.
