Just to be clear, it's the US delegation which has 125 members, it's not
Google sending 125 people.
The message between the lines about Google NOT being an ITU member is that
even if they were a ITU member, they could not vote as a Member State. In
other words, the ITU would like Google to pay it ~50,000 per year, but not
give them a real say in the proceedings.
