[governance] Civil Society outnumbered

Dear Izumi: I see your point of view and I agree with your line of thought.
As for those who live in LAC wish we could partipate many more, but as we
all know, the civil society organizations do not have sufficient financial
resources to be there. I I have expectations that this will change at some
point.
