[governance] IGF and Enhanced Cooperation

Sounds like a great idea. 

We could still propose an Open Forum on the topic as well, in order
to give this debate at least a bit of a footprint in the official IGF
agenda.

The Open Forum event could be declared to be a preparatory Open Forum
for this after-meeting.
