[governance] Iceland and social media

Apologies for off topic request.
A colleague's interested in use of social media in Iceland, famous 
for using twitter, facebook etc to take comments and draft a new 
constitution a couple of years ago.

Anyone know any Icelandic researchers/experts on social media use? 
Please let me know offlist.
