I'm not sure what work on IPv6 standards at the ITU the author is 
referring to, surely not the recently concluded IPv6 working group?

The argument that governments regard the ITU as more accountable than 
ICANN (the home of the group of people listed above) is not a new one, 
and should make us reflect on the role of the GAC - which is of course 
governments' "stake" in the multistakeholder process, and yet the more 
it tries to influence policy, the more it is accused of "interfering" 
rather than "participating".
