[governance] Enhanced coop pre-event at IGF2012

Dear all

Here is the announcement of the pre-event on enhanced cooperation that
APC, ISOC, ICC-Basis will be convening in Baku. So far governments of
Brazil, Egypt and Kenya are on board. We are hoping that India will also
join as a co-convenor or supported of the event.

We have not finalised the programme. If people have ideas for sessions
and speakers send them to me, and I will feed them into the process of
pulling the programme together.

It would be really good if the IGC, and individual IGC members
contribute background papers.

Thanks a lot to those IGC members who have given me some input on the
development of the concept to date.
