It's often the "supporting letter" which is the problem.

Do we have the contact details for the hosts, to obtain such a letter 
(as it seems likely the IGF secretariat and their registration approval 
is not a letter-from-the hosts)?

Sometimes such letters need to be personalised, or sometimes a generic 
one will suffice. Izumi, can you follow up these details with Chengetai?
