Incidentally, chasing poor people away and beating them is what the São
Paulo police is doing right now, in what they call a "cleansing"
operation against street crack victims, an operation which they
officially named "Pain and Suffering" (similarly to Bush's "Shock and
Awe", mind you).
This in richest city of the 6th world economy...
