[governance] IGF 2012 - CIR?

OK, just read the MAG 15-16/Feb Summary Report just circulated by
Chengetai (attached).

My concern stands, as it shows no change in the thematic approach
regarding critical Internet resources - in particular, and since IGF
2012's main sessions are supposed to be "structured around questions",
ignoring ITU's ITR reformulation process, now in its sixth preparatory
meeting.
