[governance] Day 2 of CSTD IGF WG #2

In the afternoon, we moved to discuss on Point C, Funding of the IGF.

There were lengthy discussions around new Chapeau text, and since we
could not reach the consensus easily, we hold that for the time, and
moved into specific recommendation items.

Then we went to the discussion how to mobilize additional contributions.
