[governance] Day 2 of CSTD IGF WG

On the topic of funding I mentioned remote participation. My suggestion was
that:

"There should be stable and predictable funding to cover remote
participation management and technical expenses in order to avoid relying
solely on voluntary work. The Secretariat and the host country should work
together to ensure the availability of adequate technical and human
resources, including remote moderator".  Stable and apropriate funding need
to be available for RP to work. Part of the reason why quality of remote
participation is variable from year to year is that funding is also
unreliable and variable. Remote participation has become so important it
should not depend of the availability of volunteers.


Difficult to get through with the topic though.
