[governance] Access and Diversity [IGF 2012 - MAG Consultations]

Why suggest adding a topic "kids" and "internet for women" when
there's already topics on the list fpr women and youth?  (Youth has
always been a catch-all for young people of all young ages.)  The main
task ahead, read Sala's email, is "consolidate the list of topics
under the theme".  There's also a topic for spectrum.
