I strongly disagree with this framing, which implies that under some
conditions, "filtering" is "acceptable" and asks only about the degree
of filtering that would be be "acceptable" and "balanced" with freedom
of expression.

I don't object to debates in which the merits and dismerits of
Internet governance models that include filtering can be discussed,
but the opportunity must be given to also, and on an equal footing,
discuss Internet governance models that do not include such filtering.

It is not acceptable to when the questions are framed in such a way
where already from the outset, and without any justification whatsoever,
the latter class of Internet governance models is painted as extreme
and outside the mainstream of the debate.
