I agree with Imran's additions and Tim's comments. Some initial thoughts.
I agree with how Tim framed the theme:

It would be good to encourage these sorts of sessions. *
- Internationalized Domain Names (IDNs) [It would be good to hear panels
that comprises of the IETF, ICANN and ITU] to update the community on the
work that is being done by these organisations on IDNs and explore some of
the controversial elements of IDNs;
- *UNESCO also presented some very good sessions etc;*
- Global Policy Consultations should factor "multilingualism" etc;

- This is critical because spectrum technology has to become more
efficient and whilst developed countries have mechanisms and proper
standards in place etc often developing countries lag behind and all kinds
of issues such as "Anti Dumping etc";
