Apparently: Google circumventing Safari's cookie-blocking mechanism.

If the EU law (mentioned by others) was in place, we wouldn't (without 
our permission) have the cookies which Safari is trying to block.

Cookie-blocking add-ons for other browsers are not affected by this 
particular exercise.
