[governance] A couple of thoughts for the MAG discussion

Dear all,

I do agree that funding is crucial for civil society participation in the
IGF and MAG.
Further to Sivasubramanian's suggestion, I would like to also encourage MAG
reps from the different regions, with support from the IGC community to
individually take on the responsibility of convincing governments and other
institutions in their constituencies to donate to this fund. So in addition
to their stipulated responsibilities, this should be added. Instead of
waiting for funds to come to them they should also do the fundraising
themselves.
