Within the resources of numerous anti-spam initiatives. You could try 
CAUCE, Spamhaus, the London Action Plan and even RIPE-NCC document 206 
(which is a re-release of a LINX document).

Then there are the various worldwide regulations, including the European 
Privacy Directive 2002/58, and the US's CAN-SPAM Act of 2003.

None so far, but I expect they'll have to discuss it in one of the Study 
Groups if they really do want to make any progress. They have a huge 
body of literature to fall back on.
