After looking at http://infogr.am/-mebuell_1355447340 again, I now say:
There's nothing really surprising there: Of course there is a
correlation between democracy and not wanting to sign
_without_consultations_.

Maybe there is something fundamentally wrong with the kind of treaty
development process that is intended to culminate in an immediate
treaty-signing party?
