The DMCA was a very interesting experiment, in that the vast majority of
content taken down as a result of complaints was never asked to be
reinstated by the original culprit.
What that tells me is (1) That they knew they should never have posted
the infringing content in the first place and (2) The DMCA has not been
used to censor very much legitimate content - because it's so easy to
get it put back.
