[governance] WCIT melt down

Hi Declan,

Kenya held a public consultation (online and face to face meeting)
before WCIT, and carrying the consensus from that consultation to WCIT
meant it broke with the African block opinion.  So the natural thing
to do is again consult on whether to sign or not.  Good, it's a fine
example.
