In Santa Cruz, California where I live there have been similar
conspiracy charges and video footage posted on Facebook by the
District Attorney.  http://santacruzeleven.org/

Both Pirates and Police use the tools they have to do whatever they
can.  It's hard to see how to govern in a way that does not constrain
the tools themselves.
