The fact that the European ISPs proposal (as Gambardella himself explained)
is similar to that made by AT&T and Verizon should tip everyone off to
their actual intent.
My favorite part was his answer to why they didn't take their wonderful
proposal to somewhere other than the ITU:
"First, ICANN is not easy to work with. Second, ICANN is linked more to the
Internet governance domain. They don't deal with such (topics)."
Of course telcos don't want civil society and academia worrying about such
trivial topics as net neutrality...
