The fact that the European ISPs proposal (as Gambardella himself explained) is similar to that made by AT&T and Verizon should tip everyone off to their actual intent. <br>My favorite part was his answer to why they didn't take their wonderful proposal to somewhere other than the ITU:<br>

"First, ICANN is not easy to work with. Second, ICANN is linked more to
