I agree with all that, except that in the UK the home wifi sharing idea 
comes from the very telco supplying the residential connectivity (BT of 
course). http://www.btfon.com/

(The current issue is perhaps whether O2 mobile customers get access to 
the Fon network, or only the overtly public BT Openzone one. Mindful 
that O2 was once the mobile arm of BT, but sold off some time ago; 
nevertheless apparently still enjoying a certain degree of special 
relationship).
