[governance] Formal IGC response to IBSA proposal ahead of 18-19 Summit?

Hi Carlos,

Please note that we are well capable for doing our own analysis and coming
to our own independent conclusions and if that conclusion or set of
inferences mirror others, then it is purely coincidental. It is not a
criticism against the writers of the IBSA Summary but against the issues
that were raised in the document.

Also when invitations are issued for comments and submissions, one has to be
prepared to hear views outside those of our own.
