[governance] CSTD WG on IGF meeting started

Hello valiant WG negotiators,

The EUROLINC contribution to the CSTD WG on IGF improvements contains two
documents. Only one appeared in the list (which used to be avaiilable at
www.unctad.org/cstdwg, but no longer).

Since the discussion on LDC financing has not started yet, it might be
appropriate to examine the proposal contained in the missing document,
attached here.
