Hi,

i don't want to change the charter necessarily, especially not to make it match some technical changes to databases,  but if there is such a group (which I personally do not think is necessary) i would like to be on the group that is discussing it.

At the moment there is no need to vote to be on the mailing list and to be a full participant in in all IGC activities except voting, or being appointed as coordinator or appeals team.  The only reason to vote is to be able to vote.  

And for any voting event the following pertains:

If any amendment at all was need, it would be because the caucus was starting to do a lot of things by voting - which in itself is contra the spirit of the charter - though not specifically prohibited.  I would personally find this to be disturbing, but even in that case, i think the only change would be to replace 'election' with 'vote'
