Then the charter would have to be amended to effect this. Who would like to join the charter amendment working group? I can create a new mailing list right away if we have people who want to be on it.
Bear in mind though that "member" is just a word. If you are a subscriber to the list, nobody is going to have a problem with you calling yourself an IGC member, even if by the letter of the charter you may not be.
