Right. Some people (eg. members of the IGF secretariat and the ICC) are on the list and deliberately never participate in voting or list discussion. It was they whom I had in mind as lurkers (but without meaning any derogatory connotation by that).

Also because people had asked for improvements to the Web site, and I didn't want to have yet another category of people who are signed up on the Web site but not on the mailing list... it would be just too messy and confusing for words.
