[governance] Revised version of statement on themes for Nairobi

Don't see a problem with including the change.  I'm sure Jeremy can 
work it in so it flows with the rest of the text.  Need to give the 
coordinators some slack in these matters, if the two of them think a 
short statement of this kind reflects consensus (and it's hardly a 
new view expressed by the caucus) then fine.
