[governance] Workshop on IGF improvements

That´s the proposal. Jeremy and I have contacted themembers of the CSTD WG
from the technical community and the business sector, to ask them if they
want to co-sponsor and/or suggest speakers to this workshop. Panelists would
be short to maximize opportunities of interaction with participants.
