[governance] Proposed workshop text on CSTD and/or Indian proposal

Similarly, I am happy to propose a text for the 'global network 
neutrality' workshop and help organize it along with any or all others 
who may be interested. i can undertake to anchor the effort on IGC's 
behalf. parminder
