[governance] IGC Nominations to CSTD

Fouad, our current timetable is the end of this week to submit names - but
we are currently seeing whether a few days grace is available.

Then of course CSTD has to choose from our slate - I have no idea what their
timing might be.

Clearly our timetable is very tight and not likely to ease up....and yes it
would appear that those selected by CSTD might get quite short notice.
