[governance] Criterion for charter voting

I think more than a bit of "outreach" is required... It needs to be part of
a worked through strategy and broader agreed upon initiative... Developing a
paper in (nuanced) response to the BB Commission report might be one way to
start.

I know there is a stream of new subscribers, and occasionally a new voice.

i think we should have more outreach and i think it would be great if
