[governance] 2nd DRAFT for CSTD IGF Questionnaire

It seems the adding the answer to Q9 - "focus exclusively on public policy
and governance issues" do not have broad support. In that case, we can drop
it,
unless there are strong support for it.

Bill suggested to include to add "preserve the independent secretariat".
I have on problem to add that. Any problem?

Sorry to rush, but the time is running out. So please make any comments
asap.
