[governance] Our strategy, work plan and outreach

Who is against "better and more effective collaboration?" ;-) Not me.
But...Just be aware that a more complex organizational division of labor will require more effort to be put into coordination, and methods must be devised to allow the whole group to review and approve the work of the subgroups.
