[governance] Solidarity with RDS Honduras

We must condemn in the strongest possible terms this usurpation by what
amounts to an illegal Honduran Government.  ICANN must now step up to the
plate and let them know there are rules that must be adhered to in these
transactions.  I hope that alternate DNS servers hosted outside the country
so this move can be effectively neutralized.
