[governance] IGC workshops

The clear merge here is with workshop proposal 184 on the same subject (net
neutrality) from Diplo Foundation (Vladimir Radunovic).
Ginger, given your associations there, can you approach them and see if they
are willing to merge? WE need to submit by June 15 so I guess this is fairly
urgent.
