[governance] How do ICANN's actions hurt the average Internet

No this is entirely a negative and wrong question.
 
The question that one asks of governance is not "how does it hurt?".
 
The question is and shall always be "how does it help?"
 
And the fact that most dotcommoners do not have a place to call home on the net is proof of failure.
 
 

 
"How do ICANN's actions (or inactions) disadvantage or hurt the average Internet user, who may have, but probably doesn't have, a domain name and/or a Web site?"
