[governance] New Appeals Team

One thing that needs to be added -

The announcement of the new Appeals Team has occurred midway through the MAG
Nomcom process - and it has been pointed out to the co-ordinators that this
could raise complexities in the event of an appeal, particularly since some
of the members of the new appeals team are also MAG candidates.

The easiest way to deal with this is to start the term of the new Appeals
Team 48 hours after the current Nomcom announces its selections, to allow
for any appeal against their work. That would make the term of the new
Appeals Team commencing on or about February 16, with the old team remaining
in place until then.
