[governance] Rules decide Membership not existing Members

Roland and all,

  Please do gather all of your friends.  Internet governance certainly
needs them!  Capture already seems to be in place now on this forum, so
adding more voices and perspectives can only help provide a more
liberal/plural picture as to what Internet Governance is needed and/or
desired, instead of the view of a tiny few.
