[governance] What would this mean for the Internet Governance

The summary is the official section-by-section one published by the Congressional staffers who drafted it.
The actual bill mentions NTIA and the IANA, which is a subsidiary of ICANN or function performed by ICANN.

According to "a summary" of the bill ?  Summary from whom? ICANN may be mentioned in that summary, but is ICANN mentioned in the BIl ?
