NO

Such extensive changes at Last Call are not Best Practice in the standards
and numbering worlds I participate in, and I think that they should not be
encouraged/allowed in this group.  While I appreciate the extensive work Ian
has done on rewriting this, I have to say no on process.

NB: I am not saying there has been a charter violation here, just that it's
not a practice that I find acceptable.
