[governance] CS speakers for IGF opening and closing sessions

Thanks for the suggestion, Ian. But having spoken at the opening in Rio
I think it would not be appropriate for for me to do so again this year.
Besides.. as some of you know, I really hate public speaking. Would
much rather have an argument over dinner.
APC will submit suggestions to Jeanette by Sunday.
