The fact that there are other similar efforts and that it is
academic/research in nature doesn't change anything I think... The question
here is who are the relevent "stakeholders" who are brought to the table for
these kinds of enterprises...

Again it seems to me that there is a very legitimate role for CS (as
representing the "public good") to be active in those discussions.

There are several Internet2 and NGN initiatives in the USA (geni and such)
that sound quite similar - and are based on the concept of a "new internet
from scratch". Perfectly legitimate and still largely academic / research
networking in nature.
