i am willing to accept Parminder's interpretation of what it means to  
consider oneself a member.   If I had not been so lazy in my exegesis,  
I might have gotten there myself.

i even accept this.  one must say the are a member ... before they  
submit the ballot

what i do not accept is that it be  precondition for receiving a ballot.

but i am not sure why we are still arguing as The Coordinator  has  
said he is not willing to discuss it any further. He must be calling  
consensus on the issue.
