I have conceded the issue here:

By all means go head as planned.

I do think that the following Charter amending-proposals be considered:

1.
A 'Census' by POSTAL be taken once a year

2.
The year election of Officials ballot be validated by POSTAL means.

These two can be combined into ONE-POSTAL validation event.
