[governance] ISP liability - a critical IG issue

Hi,

to anyone who is familiar with these plans - how do they deal with  
people using encrypted links?

i know Sweden has been working on its rules about monitoring all  
traffic that crosses in or out of its borders, but I also could not  
tell if they made any claims on encrypted traffic.
