[governance] IGF delhi format

I did look up APC's post Rio stamtent and pick up things from there. 

There were some other things I wanted to include - like a code of participation 
in IG processes - but it did not fit the way we are developing the 3 proposed 
statments. put if you can suggest some place which you think will be right, we 
shd include it.
